Alaska Governor Sarah Palin [on July 10, 2009] announced
appointments to the Alaska Seafood Marketing Institute Board of
Directors, the Alaska State Council on the Arts, the Alaska Workers’
Compensation Board, and the State Board of Registration for Architects,
Engineers and Land Surveyors (Board Appointments, 2009, ¶1).
Alaska Seafood Marketing Institute Board of Directors
Governor
Palin reappointed Barry D. Collier and Mark Palmer to the Alaska
Seafood Marketing Institute (ASMI) Board of Directors (Board
Appointments, 2009, ¶2).
Biography of Barry D. Collier
Collier,
of Edmonds, Washington, has been president and chief executive officer
of Seattle-based Peter Pan Seafoods, Inc. since 1997, and vice
president of administrative operations from 1989-97. His career also
includes service as administrative assistant, then president of the
Pacific Seafood Processors Association from 1985-89, two years as
executive director of the North Pacific Fishing Vessel Owners’
Association, and two years as executive manager of the Purse Seine
Vessel Owners’ Association. Collier earned a bachelor’s degree in
biology from the University of Puget Sound in 1978. He has served on
the ASMI board since 2004, and was reappointed to a seat representing
large seafood processors (Board Appointments, 2009, ¶3).
Biography of Mark Palmer
Palmer,
of Fall City, Washington, has been president and chief executive
officer of Ocean Beauty Seafoods, Inc. since 2005, and has been with
the firm since 1984 in various sales and management positions. He
earned a bachelor’s degree from Boise State University. He has served
on the ASMI board since 2004 and is currently the chair. He was
reappointed to a seat representing large seafood processors (Board
Appointments, 2009, ¶4).
Alaska State Council on the Arts
The
council’s 11 members are charged with helping enrich the cultural life
of the state by encouraging the practice, enjoyment and support of the
arts in Alaska, and with ensuring that arts and culture continue to be
an integral part of Alaskans’ lives (Board Appointments, 2009, ¶6).
Governor
Palin appointed Diane M. Borgman and Robyn L. Holloway, and reappointed
Adelheid S. "Micky" Becker, to the Alaska State Council on the Arts
(Board Appointments, 2009, ¶5).
Biography of Diane M. Borgman
Borgman,
of Homer, is a small business owner who had an extensive career in
education, including 14 years as a principal or curriculum director for
the Kenai Peninsula School District, nine years with the Northwest
Arctic School District, four years as a teacher and principal in
Kodiak, and six years as a teacher in California. She won the National
Distinguished Principal of the Year award for Alaska in 1991, and has
also won the Governor’s Award for the Arts. She is president of the
Homer Council on the Arts, and has been a member of the Alaska Arts in
Education, Alaska State Arts Education Consortium, and the Elementary
School Principal’s Association. Borgman earned a bachelor’s degree in
elementary education from San Jose State University, California, in
1964, and a master’s degree in elementary education from the University
of Alaska Anchorage in 1975. She was appointed to a public seat (Board
Appointments, 2009, ¶7).
Biography of Robyn L. Holloway
Holloway,
of Juneau, has worked for the National Oceanic and Atmospheric
Administration since 2003 as an executive secretary, then as a
fisheries enforcement technician. A published poet, she is active in
bringing the arts into the lives of Juneau’s youth by teaching creative
writing seminars, judging youth poetry contests at public schools, and
organizing a poetry program for the Juneau Arts and Humanities Council.
She earned an associate’s degree from Prince William Sound Community
College in Cordova in 1998, and a bachelor’s degree in English
literature and creative writing at the University of Alaska Southeast
in 2003. She was appointed to a public seat (Board Appointments, 2009,
¶8).
Biography of Adelheid S. "Micky" Becker
Becker,
of Anchorage, worked for ConocoPhillips Alaska and its predecessor
companies in Alaska from 1985 to 2005, primarily as an executive
assistant to the president, and as an administrative supervisor for a
mining subsidiary from 1980-85. She has also been a teacher of language
and culture at U.S. military installations in Germany. An active
supporter of the arts, she serves on the boards of the Alaska Center
for the Performing Arts, and Breast Cancer Focus, Inc. She has also
served on the boards of the Anchorage Symphony Orchestra, the Anchorage
Festival of Music, the Make-A-Wish Foundation in Alaska and the Special
Olympics World Games held in Alaska. Becker has served on the council
since 2006, and was reappointed to a public seat (Board Appointments,
2009, ¶9).
Alaska Workers’ Compensation Board
Members
of the board meet to hear and resolve disputed workers’ compensation
claims cases around the state. The 18 board members are selected from
four major areas of the state, half representing labor and half
representing management. The board operates in nine three-member
panels, which include one labor and one management member, plus an
attorney hearing officer from the Alaska Department of Labor and
Workforce Development. The full board also oversees the workers’
compensation system and benefit providers (Board Appointments, 2009,
¶11).
Governor Palin appointed James P. Fassler and Thomas J.
Tibor to the Alaska Workers Compensation Board (Board Appointments,
2009, ¶10).
Biography of James P. Fassler
Fassler,
of Soldotna, retired from the Alaska Communications System in 2006
after 27 years as a telephone technician, most of them as a member of
the International Brotherhood of Electrical Workers. He served 21 years
in the U.S. Air Force and Air National Guard, and retired in 1999 from
the Alaska Air National Guard. Fassler has been active since 1995 in
the Veterans of Foreign Wars Post No. 10046 in Soldotna, including
serving two years each as senior vice commander and commander. He was
appointed to a seat representing labor on a Southcentral Alaska panel
(Board Appointments, 2009, ¶12).
Biography of Thomas J. Tibor
Tibor,
of Anchorage, has since 2005 been general manager-cargo in Anchorage
for Northwest Airlines. He was manager of flight operations for
Northwest’s Anchorage and Seattle bases from 2004-2005. Tibor had
previously served as airport duty manager for Cathay Pacific Airways in
Los Angeles, then Anchorage, from 1996-2004, and has also been a
contract flight dispatcher for Nippon Cargo Airlines and a customer
service agent for Alaska Airlines. Tibor anticipates receiving a
bachelor’s degree in political science from the University of Alaska
Anchorage this year. He was appointed to a seat representing industry
on a Southcentral Alaska panel (Board Appointments, 2009, ¶13).
State Board of Registration for Architects, Engineers and Land Surveyors
Governor
Palin reappointed Burdett B. Lent to the State Board of Registration
for Architects, Engineers and Land Surveyors. The 11-member board
regulates the registration and licensure of architects, engineers and
land surveyors (Board Appointments, 2009, ¶14).
Biography of Burdett B. Lent
Lent,
of Wasilla, is a landscape architect with 46 years experience, 34 years
of them in Alaska, specializing in trails, roadside amenities and
parks. He has been a member of the American Society of Landscape
Architects for 40 years, and is a registered landscape architect in
Alaska, California and Hawaii. He earned a bachelor’s degree in
landscape architecture from Cornell University in 1960, and a master’s
degree in landscape architecture and natural resource planning from the
University of Michigan in 1963. He has served on the board since 2005
and was reappointed to a non-voting seat representing landscape
architects (Board Appointments, 2009, ¶15).
Commentary
Governor
Palin has made 102 appointments and re-appointments this year,
including five judicial appointments (three of which were made July 10,
2009 and documented separately), an attorney general, and one state
senate appointment. In the 191 days that have passed this year, she has
averaged one appointment every 1.9 days.
